Not sure about the 360 but on my 365 the fan starts as soon as the engine starts so I assume it is triggered by an engine voltage.
Looking at the circuit diagram for your boat I would first check the fuse which is shown. Where this is physically might be a challenge. Then if that is okay then the relay which is triggered by the engine running.
The fans do fail though and we had to replace ours a few years ago.
