They certainly shouldn’t be rigged to chafe, its not quite the same as mine [Sparcraft] which itself has a good section on their system. Can you identify the make of the mast?
Could a previous owner have moved the rigging line of the outhaul? Can you re-run it to exit on the starboard side and adjust mast foot-blocks to suit?
In any event, looks like a new furling line is going to be high on the shopping list.
