The electric bulge pump on my D34 did something that sounds similar. The pump was working but not sucking any water.
The problem in my case was the non return valve which sits at the end of the pipe from the pump, in the bilge, at the lowest point. That was a simple fix, a new valve from the chandlers for a few pounds and a few minutes with a screw driver to fit.
