Bit perplexed that the hose and fan are separate though

hose runs from transom into engine bay and then clipped onto the floor of the bay

fan is mounted on the rear bulkhead within the engine compartment and has no hoses attached – i did wonder if the hose on the floor was once atttached to the fan and had fallen off but the clips suggest it is intended to be where it is
