Hi Diane,
I would suggest that someone is having a very late ‘April Fool’ joke with you. Unless you are on a liveaboard or a canal boat, there is no place for foliage of any sort on a sailing boat.
Any water at the base of your mast will find its own way out whenever the boat is heeled or the sun is shining.
