The bottom one is the pre fuel pump/ primer. It essentially primes the fuel pump that is located on the left of the engine as you look at it. It’s a Bosch pump. If you pull and push the lever and follow the cable you’ll see the connection to the pump. It’s a very small movement.
If you follow the fuel line from the pump to the tank you should also find a shut of valve near the tank.
