The top lever is the stop control for the engine, which is the only way you should turn it off (don’t cut the ignition, as it will damage the engine). I have a 1982 2800 with a 2 cylinder Volvo. I don’ t have the other two levers, which I suspect are owner modifications, and I have no idea what they do!
